The State Agriculture and Rural Leaders Association recognized Rep. Jerry Stern (R-Blair) for excellence in agriculture and rural policy making at its annual conference in January for the legislation creating the Resource Enhancement and Protection (REAP) farm conservation tax credit program.

"It is an honor to be recognized for our efforts to help strengthen Pennsylvania's farming communities," Rep. Stern said. "Agriculture continues to be Pennsylvania's number one source of revenue. We have to do all we can to protect farmers and make sure this vital economic sector is allowed to flourish. Senator Noah Wenger (R-Lancaster) and I worked on this legislation together during his last term in office. He deserves equal recognition for his efforts."

Rep.Stern received the award for legislation he introduced during the 2007-08 legislative session to improve the Resource Enhancement and Protection tax credit program. The program helps farmers and businesses implement environmental best- management practices by providing tax credits for 25 percent to 75 percent of BMP project costs, worth up to $150,000 per farm.

Formed in 2006, SARL's membership includes elected or appointed officials and organizations with an interest in agriculture. One of SARL's main goals is to educate agricultural and rural communities by promoting new technologies and policy developments that affect the agricultural community. Members of the organization also work to develop innovative policy solutions and increase coordination and cooperation among the states on agricultural issues.

Rep.Stern plans to reintroduce legislation to expand the REAP legislation during the 2009-10 legislative session.
