Here are the Senate and House Calendars and Committee meetings showing bills of interest as well as a list of new environmental bills introduced--

Calendars

House (June 28):  House Bill 80 (Vitali-D-Delaware) expanding the Alternative Energy Portfolio Standards and authorizing a carbon sequestration networkHouse Bill 894 (Phillips-R-Northumberland) establishing a Lyme Disease Task Force and assigning responsibilities to the Department of Conservation and Natural Resources without funding;  House Bill 2405 (DePasquale-D-York) which would increase the solar mandate provisions of the Alternative Energy Portfolio Standards and provide for carbon sequestration facilities.

Senate (June 28): Senate Bill 728 (Rafferty-R-Montgomery) setting standards for high performance green buildings without funding;  Senate Bill 900 (Argall-R-Schuylkill) providing for neighborhood blight reclamation and revitalization; Senate Bill 1394 (Eichelberger-R-Blair) requiring permits fees for non-coal mining operations to be set by regulation;  House Bill 444 (M.Smith-D-Chester) setting standards for high performance green buildings without funding;  House Bill 621 (Curry-D-Montgomery) designating the eastern box turtle as PA's official state reptile; House Bill 786 (George-D-Clearfield) establishing a State Energy Office within the Department of Environmental Protection without funding;  House Bill 1609 (Freeman-D-Lehigh) further providing for traditional neighborhood development in the Municipalities Planning Code.

Committees

House: the Environmental Resources and Energy Committee holds two meetings, the first to consider  House Bill 1436 (White-D-Allegheny) authorizing re-recording of subsurface mineral rights by surface owner after 10 years of nonuse,  House Bill 1450 (Deasy-D-Allegheny) transfers language relating to local environmental advisory councils and creates a geologic hazards program without funding and House Bill 1909 (George-D-Clearfield) creating a Commonwealth Energy Procurement and Development Agency and Fund without funding and the second to consider  House Bill 2578 (George-D-Clearfield) requiring the use of ultra low sulfur and bio-heating oil, House Bill 2591 (George) further providing for funding stormwater management projects under PennVEST, House Bill 2601 (Siptroth-D-Monroe) establishing the Green Technology Implementation Act to provide for the testing of new environmental and energy technologies;  the Local Government Committee meets to consider Senate Bill 168 (Brubaker-R-Lancaster) authorizing boroughs to enter into energy contracts.

Senate: the Veterans Affairs & Emergency Preparedness Committee holds a hearing on emergency response plans and natural gas drilling.

Bills Introduced

The following bills of interest were introduced this week--

Stormwater Funding:  House Bill 2591 (George-D-Clearfield) amending the PA Infrastructure Investment Authority Act to further provide for stormwater project funding.

Green Technology:  House Bill 2601 (Siptroth-D-Monroe) establishing the Green Technology Implementation Act to provide for the testing of new environmental and energy technologies.

Marcellus Worker Tax Credit:  House Bill 2606 (J.White-D-Allegheny) providing a tax credit to Marcellus Shale businesses who employ Pennsylvania residents.

Protecting Water Supplies From Drilling:  House Bill 2608 (Mundy-D-Lackawanna) providing a 2,500 exclusion from drilling around community water supplies.

Drilling Moratorium:  House Bill 2609 (Mundy-D-Lackawanna) providing for a one year moratorium on natural gas drilling permits.

Protecting Water Supplies From Drilling:  House Bill 2613 (Hanna-D-Centre) further providing for water supply protection by making drilling companies responsible for water supplies within 5,000 feet of a well.

Gas Well Fracking:  House Resolution 864 (Mundy-D-Lackawanna) urging Congress to pass the Fracturing Responsibility and Awareness of Chemicals Act.

Emergency Drinking Water Fund:  Senate Bill 1416 (Costa-D-Allegheny) putting a $10 surcharge on oil and gas well permits to establish the Emergency Drinking Water Support Fund.

Drilling Moratorium:  Senate Bill 1420 (Leach-D-Montgomery) providing for a 3 year moratorium on leasing more State Forest land for drilling.

Stormwater Funding:  Senate Bill 1422 (D.White-R-Indiana) amending the PA Infrastructure Investment Authority Act to further provide for stormwater project funding.
