Senate/House Bills Moving

The following bills of interest saw action this week in the House and Senate--

Senate 

Guaranteed Energy Savings: House Bill 687 (Dermody-D-Allegheny) expanding guaranteed energy savings contracts to include technologies to reduce water and wastewater consumption was passed by the Senate, returned to the House and passed on a concurrence vote.  The bill now goes to the Governor for his action.

Air Pollution Fines: Senate Bill 1250 (Pileggi-R-Delaware) requiring the sharing of air pollution fines with local governments was amended on the Senate Floor and was passed by the Senate.  It now goes to the House for action.

Recycling Textbooks: Senate Bill 1379 (Musto-D-Luzerne) requiring the recycling of textbooks without funding was referred to the Senate Appropriations Committee.

Traditional Neighborhoods: House Bill 1609 (Freeman-D-Lehigh) further providing for traditional neighborhood development in the Municipalities Planning Code was reported from the Senate Appropriations Committee and is now on the Senate Calendar for action.

Green Buildings: Senate Bill 728 (Rafferty-R-Montgomery) setting standards for high performance green buildings without funding was amended and reported from the Senate Environmental Resources and Energy Committee and is now on the Senate Calendar for action.

Green Buildings:  House Bill 444 (M.Smith-D-Chester) setting standards for high performance green buildings without funding was amended and reported from the Senate Environmental Resources and Energy Committee and is now on the Senate Calendar for action.

Non-Coal Permit Fees: Senate Bill 1394 (Eichelberger-R-Blair) requiring permits fees for non-coal mining operations to be set by regulation was reported from the Senate Environmental Resources and Energy Committee and is now on the Senate Calendar for action.

Energy Office: House Bill 786 (George-D-Clearfield) establishing a State Energy Office within the Department of Environmental Protection without funding was amended and reported from the Senate Environmental Resources and Energy Committee and is now on the Senate Calendar for action.

House

Solar Energy:  House Bill 2234 (Houghton-D-Chester) prohibiting deed restrictions related to solar energy systems on residential property was amended on the House Floor and passed the House.  It now goes to the Senate for consideration.

Severance Tax: House Bill 1489 (George-D-Clearfield) which includes yet another version of a severance tax on natural gas production was amended to include a new distribution of revenue and  a tax credit to help drilling companies hire Pennsylvania workers and reported from the House Environmental Resources and Energy Committee, then referred into and out of the House Rules Committee and referred to the House Appropriations Committee.

Alternative Energy: House Bill 2405 (DePasquale-D-York) which would increase the solar mandate provisions of the Alternative Energy Portfolio Standards and provide for carbon sequestration facilities was reported from the House Appropriations Committee and is now on the House Calendar for action.

Borough Energy Contracts:  Senate Bill 168 (Brubaker-R-Lancaster) authorizing energy contracts by boroughs was reported from the House Local Government Committee with a recommendation the bill be re-referred to the House Consumer Affairs Committee.
 

Land Banks:  House Bill 712 (J. Taylor-R-Philadelphia) authorizing the creation of land banks for converting vacant or tax-delinquent properties was amended reported out of the House Urban Affairs Committee, referred into and out of the House Rules Committee and then to the House Appropriations Committee.

Lyme Disease:  House Bill 894 (Phillips-R-Northumberland) establishing a Lyme Disease Task Force and assigning responsibilities to the Department of Conservation and Natural Resources without funding was reported from the House Appropriations Committee and is now on the House Calendar for action.

Fiscal Code Vehicle:  House Bill 1407 (DeLuca-D-Allegheny) amends the Fiscal Code and may be used as a budget vehicle.
