Calendars

House (September 13): House Bill 80 (Vitali-D-Delaware) expanding the Alternative Energy Portfolio Standards and authorizing a carbon sequestration networkHouse Bill 894 (Phillips-R-Northumberland) establishing a Lyme Disease Task Force and assigning responsibilities to the Department of Conservation and Natural Resources without funding;  House Bill 2405 (DePasquale-D-York) which would increase the solar mandate provisions of the Alternative Energy Portfolio Standards and provide for carbon sequestration facilities.

Senate (September 20): Senate Bill 1394 (Eichelberger-R-Blair) requiring permits fees for non-coal mining operations to be set by regulation;  House Bill 444 (M.Smith-D-Chester) setting standards for high performance green buildings without funding; House Bill 786 (George-D-Clearfield) establishing a State Energy Office within the Department of Environmental Protection without funding; House Bill 1394 (Houghton-D-Erie) providing for the splitting off of farmland for the production of alternative energy;  House Bill 1609 (Freeman-D-Lehigh) further providing for traditional neighborhood development in the Municipalities Planning Code.

Committees

House: the Local Government Committee holds two hearings: one on the State Planning Board recommendations for municipal boundary changes, mergers and consolidation including  Senate Bill 1357 (Musto-D-Luzerne) creating a Boundary Review Commission and Senate Bill 1429 (Eichelberger-R-Blair) on consolidations and mergers and the second hearing on county-based municipal government including House Bill 2431 (Caltagirone-D-Berks) on reorganizing local governments; the Agriculture and Rural Affairs Committee meets to consider House Bill 1394 (Houghton-D-Chester) providing for the splitting off of preferentially assessed farmland for the production of alternative energy (the bill is in the Senate).

Senate: the Senate and House Agriculture and Rural Affairs Committees hold a joint hearing on efforts to restore the Chesapeake Bay and the requirements on agriculture at the annual Ag Progress Days in State College.
