Senate/House Bills Moving

The following bills of interest saw action this week in the House and Senate-

House

Drilling Fee/Environmental Protections: House Bill 1950 (Ellis-R-Butler) which enacts a county-optional drilling fee, additional environmental protection measures for Marcellus drilling and makes transfers from DCNR's Oil and Gas Fund was amended and passed by the House.  The bill now goes to the Senate for consideration.

Transportation Partnerships: House Bill 3 (Geist-R-Blair) authorizing public-private transportation partnerships was amended and reported from the House Transportation Committee and is now on the House Calendar for action.

Fallingwater: House Resolution 490 (Mahoney-D-Fayette) honoring the 75th anniversary of Frank Lloyd Wright's Fallingwater was adopted by the House.

Senate

Drilling Fee/Environmental Protections: Senate Bill 1100 (Scarnati-R-Jefferson) amending the Oil and Gas Act to include additional environmental protection measures for Marcellus Shale drilling and a drilling impact fee was amended and reported from the Senate Appropriations Committee and was passed by the Senate by a vote of 29 to 20. An updated fiscal note is available online. The bill now goes to the House for action.

Flood Recovery:  Senate Bill 1264 (Baker-R-Luzerne) enacting the Flood Relief Act for September 2011 making an appropriation of $20 million for individual assistance (amended), Senate Bill 1266 (Gordner-R-Columbia) authorizing the incurring of debt to fund flood damage recovery projects (amended), Senate Bill 1267 (Blake-D-Lackawanna) authorizing real estate tax abatement as a result of Hurricane Irene and Tropical Storm Lee,  Senate Bill 1268 (Gordner-R-Columbia) authorizing the incurring of debt to repair flood damaged highways (amended), Senate Bill 1269 (Yaw-R-Bradford) adoption of capital projects to repair or replace flood damaged highways and bridges (amended), Senate Bill 1271 (Yudichak-D-Luzerne) an itemized list of flood damaged highway and bridge repair projects (amended), Senate Bill 1297 (Baker-R-Luzerne) establishing the Small Business Flood Relief Program of 2011 (amended) and Senate Bill 1323 (Yaw-R-Bradford) establishing the Agriculture Disaster Recovery Program to provide disaster assistance to agricultural operations (amended) were reported from the Senate Appropriations Committee and passed by the Senate.  The bills now go to the House for action.

Pipeline Safety: House Bill 344 (Maker-R-Tioga) providing the PUC with additional authority to regulate pipeline safety was amended and reported from the Senate Consumer Protection and Professional Licensure Committee and was referred to the Senate Appropriations Committee.

Engineer, Geologist Registration: House Bill 1054 (Mustio-R-Allegheny) further providing for the licensing of engineers, land surveyors and geologists was referred to the Senate Appropriations Committee.

Transportation Partnerships: Senate Bill 344 (Rafferty-R-Montgomery) authorizing private-public partnerships on transportation projects was amended and reported from the Senate Transportation Committee and was referred to the Senate Appropriations Committee.

Mine Water For Fracking: Senate Resolution 202 (Kasunic-D-Somerset) urging the oil and gas industry to use acid mine water for fracking was adopted by the Senate.
