Gov. Corbett Appoints Mendelsohn, Welsh To DEP Citizens Advisory Council

Gov. Tom Corbett Tuesday announced the appointment of Seth A. Mendelsohn and Donald S. Welsh to the Citizens Advisory Council to the Department of Environmental Protection.

Seth A. Mendelsohn has served as Corporate Counsel to Pennsylvania-American Water Company since 2004 representing the company in a number of ways including: revenue growth through acquisitions (primarily M&A through the purchasing of other water companies) and rate cases; business development; administrative agency and regulatory work; litigation; transactional matters; and general corporate issues.

He also serves as an Adjunct Professor of Business Law at Lebanon Valley College.

For over 7 years he served in several positions in the Office of Attorney General as Senior Deputy Attorney General and the Attorney-in-Charge of the Bureau of Consumer Protection Harrisburg District.

He has a law degree from The Dickinson School of Law and a Bachelor of Arts from the University of Pittsburgh.

Donald S. Welsh served for eight years as the Regional Administrator for the U.S. Environmental Protection Agency in Philadelphia. In that role, he led the environmental protection efforts for six states in the mid-Atlantic region.

Prior to this position he served as the Deputy Secretary for State/Federal Relations for the Department of Environmental Protection and as the Chief of Government Affairs for the U.S. Environmental Protection Agency.

He started his career working for Congressman Bud Shuster in the U.S. House of Representatives as a Chief Legislative Assistant.

He earned his Bachelor of Arts in Political Science from the University of Pennsylvania.
