The Environmental Quality Board published proposed regulations for public comment increasing oil and gas well permit fees.  The proposed regulations were just approved by the EQB for comment at the July 16 meeting, a near record for publication in the PA Bulletin.

The Fish and Boat Commission published final regulations changing requirements for individuals certified to conduct surveys for threatened and endangered species.

The Fish and Boat Commission published a second order providing an overview of the surveyor requirements for endangered and threatened species.

Technical Guidance & Permits

The Department of Environmental Protection published notice of proposed changes to technical guidance on new source drinking water sampling requirements. DEP also published notice of changes to the list of companies certified to perform radon-related activities (PA Bulletin page 5533).

The Public Utility Commission published a notice soliciting public comments on proposed changes to the Technical Reference Manual on energy efficiency.

The Fish and Boat Commission published notice of a proposed change to its process for designating Wild Trout Streams for public comment.

Description: Department regulations in 25 Pa. Code Chapter 109 (relating to safe drinking water) require all new surface water sources that intend to serve as a public water system (PWS) to monitor for United States Environmental Protection Agency (EPA) regulated contaminants in the raw water source. Monitoring of these contaminants is necessary for public health and compliance with the Safe Drinking Water Act (SDWA). As a result, this guidance is intended to establish the sampling requirements for contaminants to be monitored by all new PWSs that intend to use surface water as the source. The scope of this policy includes a detailed list of all contaminants to be monitored for and guidance and direction on how and when the source water samples should be collected. Finally, this policy reflects and supplements the Department's regulations in 25 Pa. Code Chapter 109.
