PA Conservation Heritage WITF Documentary Justice In Chester Now Available Online

Another in the Pennsylvania Conservation Heritage documentary series-- Justice In Chester-- will air on WITF-TV on August 31 at 8:30 p.m. and is now available on WITF’s website.

The documentary is on this issue of environmental justice through the eyes of Zulene Mayfield, Dr. Horace Strand and others in Chester, Delaware County in the mid-1990s.

Mayfield dedicated her life to environmental protection and education in Chester and worked with the Chester Residents Concerned for Quality Living and the Chester Housing Authority Board.

She worked on issues ranging from childhood lead poisoning and fought hard to bring environmental justice to her family and all those living near a waste-to-energy facility in her community.

Her initiatives and others led to the formation of DEP Environmental Justice Advisory Board during the Ridge Administration and changes in policies to make a special effort to involve communities in considering permits for facilities in disadvantaged areas.

Dr. Horace Strand, who is founder and serves as Chairman of the Chester Environmental Partnership, is a member of DEP’s Environmental Justice Advisory Board and is very active in the community on environmental justice and other issues.

Working with community residents in the Chester lead to ground-breaking environmental justice policies adopted by Covanta, the current owner of the waste-to-energy facility, that been recognized as a national model.

Recently the Chester Environmental Partnership gave an award to Covanta’s Operations Area Manager for his work with the community.

The documentary is available on the WITF Special Programs webpage and will be posted on the PA Conservation Heritage website.
