Here are highlights of actions taken by agencies on environmental regulations, technical guidance and permits.

Regulations -----------------------

The Environmental Quality Board published notice in the April 27, 2019 PA Bulletin it has accepted a rulemaking petition on establishing a cap-and-trade program to control greenhouse gas emissions for study.

Technical Guidance -------------------

The Department of Environmental Protection published notice in the April 27 PA Bulletin withdrawing proposed Civil Penalty Assessment Informal Hearing Procedures for Oil and Gas Management technical guidance because it is not necessary.

The Public Utility Commission published notice in the April 27 PA Bulletin inviting comments on a proposed 2021 update to the Technical Reference Manual for Energy-Efficiency and Demand Side Management Rules for PA’s Alternative Energy Portfolio Standards.

            The proposed update to the Technical Manual is available online--  Volume 1, Volume 2, Volume 3, Appendix A, Appendix C and Appendix D.

Permits ------------

The Department of Environmental Protection published notice in the April 27 PA Bulletin of revisions to the registered air emission reduction credits (page 2063).

The Department of Conservation and Natural Resources published notice in the April 27 PA Bulletin of a proposed exchange of more than 100 acres of property with a private landowner in Greene and Leidy Townships in Clinton County.
