DEP Citizens Advisory Council Meets Feb. 18 On RGGI Reg; State Water Plan; Draft Chapter 105 Regs

On February 18, DEP’s Citizens Advisory Council is scheduled to hear presentations on the draft regulation to implement a carbon dioxide cap-and-trade emission reduction program covering power plants, a State Water Plan update and draft changes to Chapter 105 Dam Safety and Encroachment regulations.

Water Plan

Mark Matlock from DEP’s Office of Water Resources Planning will present an update on the State Water Planning process.

From January 16 to February 6, DEP held the first six meetings of the regional Water Resources Committees to kick off the process of updating the State Water Plan  .Click Here for more.

Chapter 105

Andy Klinger, DEP Bureau of Waterways, Engineering and Wetlands, will provide an overview of the changes DEP is proposing to the Chapter 105 Dam Safety and Encroachments permit regulations.  Click Here for a copy of DEP’s presentation.

The Chapter 105 permit is one of the most basic permits all development must have in the state.

DEP’s Agricultural Advisory Board and the Water Resources Advisory Committee have already reviewed the regulations and this presentation to the Council is part of its initial public review process.  Click Here for more.

RGGI Reg.

Hayley Book Senior Advisory on Energy and Climate, will make a presentation to Council on the draft RGGI regulations

Gov. Wolf signed an Executive Order in October directing DEP to join the interstate Regional Greenhouse Gas Initiative through a regulation adopted by the Environmental Quality Board.

RGGI is a market-based cap-and-invest by northeast states to reduce greenhouse gas emissions from power plants.

DEP will also be discussing the regulation at a meeting of DEP’s Air Quality Technical Advisory Committee on February 13..  Click Here for more.
