Here are the Senate and House Calendars for the next voting session day and Committees scheduling action on bills of interest as well as a list of new environmental bills introduced-- 

Bill Calendars

House (May 24): House Bill 763 (B-Miller-R-Lancaster) would require PennDOT to develop a list of native vegetation species that can be used in roadside work that is done throughout the state; House Bill 939 (Klunk-R-York) creating a new bureaucracy-- the Independent Office of the Repealer-- to review existing regulations from all state agencies and make recommendations to the General Assembly and Governor for the repeal or revision  Read more hereHouse Bill 1144 (Causer-R-Cameron) which would not only roll back environmental protection standards for conventional oil and gas wells, but would also make road dumping of drilling wastewater legal again Read more here.. <> Click Here for full House Bill Calendar.

Senate (May 10): Senate Bill 119 (Pittman-R-Indiana) taking away DEP’s statutory authority to adopt regulations to reduce carbon pollution from any source, including power plants consistent with the Regional Greenhouse Gas Initiative; Senate Bill 426 (Gordner-R- Columbia) would make an already lengthy and convoluted process for the review of regulations by the General Assembly longer and more convoluted;  Senate Bill 435-- encouraging the development of clean transportation infrastructure to support electric, natural gas and hydrogen vehicles. <> Click Here for full Senate Bill Calendar. 

 

Committee Meetings  This Week

Senate: the Appropriations Committee meets to consider Senate Bill 251 (Yaw-R- Lycoming) general update to Fertilizer Law and providing for the regulation of fertilizer application on turf; Joint Hearing by Senate Local Government and Environmental Resources & Energy Committees on Senate Bill 275 (Yaw-R-Lycoming) which would prohibit local governments from adopting requirements that new buildings use climate-friendly energy sources [Read more here]; Joint Hearing Senate Agriculture & Rural Affairs and Environmental Resources & Energy Committees on Senate Bill 284 (Yaw-R-Lycoming) which imposes new bonding requirements on solar electric generation, biomass, coal waste and other renewable energy projects of any type included in the state’s Alternative Energy Portfolio Standards, plus other products and services [Read more here]; the Transportation Committee holds a hearing on PennDOT’s Planning and Environmental Linkages Study. <>  Click Here for full Senate Committee Schedule.

Property Assessed Clean Energy Program: Senate Bill 635 (Yudichak-I-Luzerne) expanding  C-PACE Program eligibility to multifamily commercial buildings, indoor air improvements and resiliency improvements (sponsor summary).

Pipeline Emergency Fund: House Bill 1364 (Otten-D-Chester) establishing a Pipeline Early Detection and Warning Board funded by fees on pipelines to fund warning systems in the case of pipeline incidents (sponsor summary).
