DEP Invites Comments On Individual Stormwater Permit For 4,000 Acre ‘Conservation’ Housing Development Next To Hickory Run State Park In Carbon County

The Department of Environmental Protection published notice in the July 1 PA Bulletin inviting comments on an individual NPDES Stormwater Permit (PAD130040) for a proposed 4,000 acre ‘conservation’ housing development in Kidder and Penn Forest Townships in Carbon County by Preservation Graystones, LLC from Vermont.  (PA Bulletin, page 3432)

The project site consists of nearly 4,000 acres of pristine forested area bordering Hickory Run State Park to the North, the Lehigh River to the West, and Mud Run to the South.

The project proposes a subdivision comprised of approximately 74 lots varying in size from 3 acres—12 acres; approximately 8.6 miles of roadway (gravel); on-lot sewer/well water; and stormwater facilities.

The total area of earth disturbance is 271.84 acres.

The surface waters receiving the stormwater discharges are Mud Run (High Quality) and the Lehigh River (High Quality).

The deadline for comments is July 31, 2023 on Permit# PAD130040
