PA Oil & Gas Industrial Facilities: Permit Notices/Opportunities To Comment - November 25

The following DEP notices were published in the November 25 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

The Susquehanna River Basin Commission published notice in the November 25 PA Bulletin it will hold a business meeting December 14 on water withdrawal requests-- including seven related to shale gas drilling in Bradford, Lycoming, Snyder and Tioga counties and the Loyalsock and Pine Creek Exceptional Value Watersheds.  Read more here.

The Susquehanna River Basin Commission published notice in the November 25 P Bulletin the Executive Director gave his approval to 19 water use permits for individual shale gas well drilling pads in Bradford, Lycoming, Susquehanna, Tioga, Wyoming counties.  Read more here.

-- EQT Corporation - DCNR Tract 551B Shale Gas Well Pad: DEP received a Final Report on remediation of soil contaminated with production wastewater for the well pad located in McIntyre Twp., Lycoming County.  (PA Bulletin, page 7324)

-- Diversified Production LLC - Spencer 34 Conventional Well: DEP received a Final Report on the remediation of soil with production wastewater for the well located in Greenwood Twp., Clearfield County. (PA Bulletin, page 7325)

-- EQT Corporation - Wolverine Shale Gas Well Pad: DEP received a Final Report on remediation of soil contaminated with aluminum, barium, boron, chloride, iron, lithium, manganese, selenium, strontium, vanadium, and zinc for the pad located in Fallowfield Twp., Washington County.  (PA Bulletin, page 7325)

-- Greylock Conventional, LLC - Skib Well Pad: DEP received a Remediation Investigation Report/ Final Report related to remediation of soil and groundwater contaminated with aluminum, barium, boron, chloride, iron, lithium, manganese, selenium, strontium, vanadium, and zinc for soil; aluminum, barium, boron, chloride, lithium, selenium, strontium, vanadium, and zinc for groundwater at the well pad located in Jefferson Twp., Greene County. -- Greylock Production LLC - Broadwater Well Pad: DEP received a Remediation Investigation Report/ Final Report related to remediation of oil and groundwater contaminated with with aluminum, barium, boron, chloride, iron, lithium, manganese, selenium, strontium, vanadium, and zinc for soil; aluminum, barium, boron, chloride, lithium, manganese, selenium, strontium, vanadium, and zinc for groundwater at the well pad located in Jefferson Twp., Greene County.  (PA Bulletin, page 7325)

-- PA General Energy Company - Potato Creek Shale Gas Well Pad: DEP approved a Final  Report on remediation of soil and groundwater contaminated with aluminum, barium, boron, chloride, chromium, copper, lead, lithium, selenium, strontium, and zinc; and in groundwater for aluminum, arsenic, barium, boron, chloride, chromium, copper, lead, lithium, selenium, strontium, vanadium, and zinc at the well pad located in Norwich Twp., McKean County.  (PA Bulletin, page 7326)

-- EQT Corporation - Master Splinter Shale Gas Well Pad: DEP approved a Final Report on remediation of soil contaminated with chloride, aluminum, barium, lithium, manganese, selenium, strontium, vanadium, boron, zinc, and iron at the well pad located in Somerset Twp., Washington County. (PA Bulletin, page 7327)

Waste Permits

-- CNX Gas Company LLC - Drift Ridge Water Storage Facility: DEP invites comments on General Permit WMGR123 for processing oil and gas wastewater for the facility located in Wayne Twp., Greene County. (PA Bulletin, page 7306)

Air Quality Permits

-- Energy Transfer Marketing & Terminals, LP - Delmont Terminal: DEP invites comments on significant modification to Title V Air Quality Permit covering multiple air pollution sources, including storage tanks, for the facility located in Salem Twp., Westmoreland County.  (PA Bulletin, page 7307)

-- Waste Management of Fairless LLC - Landfill Gas Flares: DEP approved an Air Quality Plan Approval for the operation of landfill gas flares at the facility located in Falls Twp., Bucks County. (PA Bulletin, page 7327)

-- Apollo Resources, LLC - Hribal Pipeline Compressor Station: DEP approved an Air Quality Plan Approval for the operation of gas-fired compressor station located in East Huntingdon Twp., Westmoreland County.  (PA Bulletin, page 7328)  [Note: On November 15, DEP issued notices of violation to Apollo Resources LLC for abandoning and not plugging four conventional wells.  Read more here.]

-- UPMC - 28,000 Gallon Diesel Fuel Tank: DEP invites comments on an individual storage tank permit for the facility located at 200 Lothrop St., Pittsburgh, Allegheny County. (PA Bulletin, page 7313)

Chapter 105/102 Encroachment Permits

-- Texas Eastern Transmission, LP - 20-Inch Natural Gas Pipeline Across Schuylkill River: DEP received a Chapter 105 application for a pipeline crossing the Schuylkill River in Spring City Borough, Chester County and Upper Providence Twp., Montgomery County.  (PA Bulletin, page 7336)

-- Transcontinental Gas Pipe Line Company, LLC: DEP issued a Chapter 105 permit application for a stream restoration project to restore cover over a 10-inch natural gas pipeline located in Upper Merion Twp., Montgomery County.  (PA Bulletin, page 7335)

-- Seneca Resources Co. LLC: DEP issued a Chapter 102 permit for a project impacting Grays Run and Brown Hollow, both Exceptional Value Watersheds for a project located in Lewis Twp., Lycoming County.  (PA Bulletin, page 7333)
