* House Budget Hearing: Federal Sequestration Will Cost DCNR $1 Million In Grants

Department of Conservation and Natural Resources Secretary Richard Allan told the House Appropriations Committee Tuesday federal budget sequestration will cost the agency about $1 million in federal grants it normally passes through to local governments and other applicants in the state.

* Four Transportation Committee Chairs Urge More Highway, Bridge Funding

The four legislative Transportation Committee chairmen have been meeting and all want a new funding bill that will raise substantially more than the $1.8 billion proposed by Gov. Corbett, said Sen. John Rafferty (R-Montgomery), Majority Chair of the Senate Transportation Committee, according to Capitolwire reporting.

Rep. Scott Conklin (D-Centre) has introduced three bills designed to better regulate oil and gas drilling and production in Pennsylvania.

* New House Bill Would Prevent Future Natural Gas Leasing In State Forests

Rep. Greg Vitali (D-Delaware), Minority Chair of the House Environmental Resources and Energy Committee, Friday announced the introduction of House Bill 950 which would permanently ban the leasing of additional state forest land for Marcellus Shale natural gas drilling.

* Senate Committee To Consider Stormwater Authority Bill March 13

The Senate Local Government Committee is scheduled to meet on March 13 to consider Senate Bill 351 (Erickson-R-Delaware) authorizing the formation of stormwater management municipal authorities.

House Environmental Resources and Energy Committee holds an information meeting on Nutrient Trading Program on March 11 in Room 205 Ryan Building starting at 11:00 a.m.

* March 19 DEP Citizens Advisory Council Agenda

Watershed Decisions is a hands-on, inquiry based activity that helps older youth and adults learn about water quality issues surrounding small watersheds and the decision making processes that go into improving those water quality issues.

A new online video from StormwaterPA talks about creating a rain garden that offers therapeutic exercise, attracts wildlife, and helps keep stormwater runoff from overburdening sewer systems--or entering local streams.

* Drilling Industry Releases Video On Methane, Groundwater Protection

A new informational video – Methane: An Element of Nature – released Monday by the Marcellus Shale Coalition underscores the science and geology associated with methane migration, and more importantly, demonstrates the host of regulations and operational practices that natural gas producers take to address this issue.

Bringing together one of the largest contingents of natural gas experts in the United States, Penn State has established an Institute for Natural Gas Research (INGaR), which is expected to provide much-needed study into this important form of energy.

The Wildlands Conservancy Thursday announced the purchase of 180 acres of significant natural habitat in Tunkhannock and Tobyhanna townships, Monroe County to add to the organization’s land holdings.

* DCNR To Resume Spraying Woodlands To Combat Gypsy Moth Damage

The Department of Conservation and Natural Resources will target eight counties in an aerial spraying effort to combat the effects of growing gypsy moth populations in northwest and Northcentral Pennsylvania.

Alexander Boyd, 87, who donated a thousand acres that is now Boyd Big Tree Conservation Area in the Pennsylvania State Park system, passed away February 19 at his home in Arizona.

The Pennsylvania Treasury recently sold several thousand loans made through its nationally recognized Keystone Home Energy Loan Program, according to State Treasurer Rob McCord.  The sale, one of the first of its kind in the country, also marked an important milestone in national efforts to develop a secondary market for such loans.
